Estimate epsilon

Once the spatial spectral estimates have been computed, the following stes are recommended for obtaining epsilon:
- Establish the most likely wavenumber range for the inertial subrange
- Fit the spectrum of all three velocity components to estimate epsilon using the inertial subrange model
