$L_k={\left(\frac{{\nu }^3}{\epsilon }\right)}^{1/4}$ where $\nu$ is the kinematic viscosity of the fluid and $\epsilon$ is the rate of dissipation of turbulence kinetic energy by viscous friction. It provides the order of magnitude of the scale at which molecular viscosity smoothens (or erases) the fluctuations of velocity.
