Benchmark datasets for ADCP structure function

These benchmark datasets will cover a range of marine environments, background stratification and flow fields. These benchmark datasets are provided at several different processing stages and with associated spectra. The 4 versions of each dataset will include
- "Raw" data: not instrument-specific binary data, but converted into physical quantities, e.g. radial velocity
- QAQC level1: pre-processed cleaned-up "raw" data
- Processed spectra
- QA2 Turbulence quantities: ε
